my new panniers just came in. Thanks for the follow up.
Quick question, did you install the tumblers in your panniers? And if so, any direction would help. I'm sure it's a one shot deal!

A question first.  Do you have the 2 extra tumblers that Triumph supplies to the original buyer of the bike? 
If so, it's quite easy, if not then you'll need to order some new tumblers or take out the existing ones and re-key them to your ignition key.

Assuming you've matched the tumblers to the bike:
1. insert the ignition key into the new tumbler, this will pull all the pins.  At the end of the tumbler there is a small spring loaded latch that will still be protruding, this is what holds the tumbler in the lock. 
2.You'll need to look into the lock cavity to determine which way up that latch will go.  It can only go in one way IIRC, push in the tumbler assembly with key still in it.
3. You should feel that spring loaded latch slide and catch inside.  Check that nothing binds and your done.
