I'm with Catole Nash too and thought they covered all of the former Yugoslavia with both insurance and recovery.
Have you actually spoken to them, I have always found them helpful. Having said that, a friend needed recovery after a breakdown and the operator told him Scotland wasn't in the UK.
If they don't cover you, you may find you can get insurance on the border, which I have done for Armenia, Albania and Montenegro (I think it was). It was cheap, but very much doubt it would cover much at all if needed.
As for recovery insurance, you may be on your own and need someone with a van. I always find being 1000 miles away from your recovery insurance sharpens ones mind!
