'Sciopta' is the RTOS (real time operating system) used by the TFT dash fitted to Triumph bikes. It looks like yours has frozen, a bit like the Blue Screen of Death in Windows.
Some owners have found that cycling the power (i.e. disconnecting the battery, not just turning off the ignition) fixes the issue. You must remember to reset the date & time after re-connecting the battery to avoid getting other warnings.
Sometimes the problem has persisted and Triumph have replaced the TFT under warranty or as a good-will gesture if just out of warranty.
The reason you can't restart the bike until the TFT is back working again is because the ECU has to talk to the TFT in order to allow the engine to start and if the operating system has crashed there's no comms.
